なかなか日本国内だけでは埒があかないので、TICAのプレジデントに日本の現状をお知らせしました。
やはり今回のようなケースは前例がないと言うことで本部においても話し合いが必要と言うことのようです。

Hello Ms. Tomonari.  

Mary Lou had not yet responded to you as she had shared your email with the Board and 

asked for input.  Unfortunately, we are dealing with a very unusual situation and will respond

 as well as we can to issues that arise.  In the meantime, the following rules do apply:

24.3.2 The total amount of fees shall be refunded to all exhibitors in case any show is canceled.

213.4 A contracted judge must give notice to the club at least 14 days prior to the advertised 

entry closing date if he/she, for whatever reason, is unable to fulfill his contract.   

 (the time is waived for emergencies)

If a club cancels a judge, the club is responsible for the cost to do so and, if a judge cancels

 an assignment, they are responsible for their own costs incurred to do so - such as airline

 ticket exchange fees.  

If a show is canceled due to a government advisement/prohibition, TICA will refund show

 license and scoring fees to the club.

We should remind everyone of these rules.  Are there other questions you think we should 

answer for the clubs and judges?

クラブがジャッジをキャンセルする場合、その費用はクラブが負担し、ジャッジが割り当てを

キャンセルする場合は、航空券の交換手数料など、そのためにかかる費用を自己負担します。

 政府の助言/禁止のためにショーがキャンセルされた場合、TICAはショーのライセンスと得点料

をクラブに返金します。

 これらのルールを全員に思い出させる必要があります。 クラブやジャッジのために答えるべき

24.3.2ショーがキャンセルされた場合、料金の総額はすべての出展者に返金されます。

 213.4契約ジャッジは、何らかの理由で契約を履行できない場合、公示されたエントリー

締め切り日の少なくとも14日前にクラブに通知しなければなりません。
